Workforce Solutions Summit 2004:

A Collaborative Event

Delgado Community College joined the Louisiana Technical College (LTC), Nunez Community College and Greater New Orleans, Inc. in presenting the third annual Workforce Solutions Summit held April 29 at the Louisiana Technical College’s West Jefferson campus in Harvey, Louisiana. 

The purpose of the summit was to explore workforce development needs and opportunities in the Greater New Orleans area, and the innovative resources available to business and industry from colleges within the Louisiana Community and Technical College System (LCTCS).

The summit included a slate of speakers and informative seminars led by education, business and industry leaders, and governmental officials.  In opening remarks, Dr. Margaret Montgomery Richard, chancellor for the LTC, indicated that collaborations between business and industry and the LCTCS would provide a formidable, “unstoppable force” for economic development and positive change. 

Dr. Alex Johnson, chancellor of Delgado Community College, added that Delgado and the LCTCS institutions “prepare our citizenry for emerging trends in the workforce, providing well-trained skilled workers for existing and newly created jobs.” This progressive approach identifies needs prior to demand and positions the LCTCS institutions to find available workers, develop and implement the necessary training, and also produce qualified workers to fill workforce needs. Dr. Tommy Warner, chancellor of Nunez Community College, reiterated how the community and technical colleges were “rising to the occasion to improve our workforce by providing necessary and timely training.”

Dr. Larry Crane, director of Workforce Training, Development and Diversity for Northrop Grumman Shipyards, and Chuck Fontenot, corporate director of Training for Bollinger Shipyards, provided brief remarks regarding their successful partnerships with LCTCS institutions. “We had a goal to train 1,300 people through the Incumbent Worker Training Program in 14 months—I’m happy to say we’ve exceeded that goal by training 2,083 people, with approximately 900 trained at one of the New Orleans campuses,” said Crane. “With an increase in skills, these people also receive an increase in pay,” Crane continued, “and we’ve also started a high school program with 83 students in a six week program taking place in the school and also at the shipyard—it’s very successful with 98% of students passing.”

Concurrent sessions followed and included presentations on the Corporate College Initiative, Incumbent Worker Training, Grants Resources, Diverse Small Businesses, Technical Support, a Chancellor’s Chat Room, a Business Incubator and Economic Development.  Don Hutchinson, secretary of Louisiana Economic Development, State of Louisiana, and Tommy Kurtz, senior vice president for Economic Development, Greater New Orleans, Inc., addressed a full house with their presentation on Economic Development.  Delgado faculty and staff presenters included Dr. Alex Johnson, Delgado chancellor; Kathleen Mix, interim vice chancellor for Workforce Development and Education (the crowd for the Incumbent Worker Training presentation spilled out into the hall); Rick Schwab, project manager of Maritime, Fire and Industrial Training Facility; Dr. Claudia Saucier, director of Grants Development; Nita Hutter, director of Development; and Sharon Talbert, coordinator for Workforce Development and Education Grants.

The summit culminated with an awards luncheon and a presentation by Scott Adams, executive director for the Jefferson Parish Economic Development Commission. In his address, Adams outlined an ideal training system for workforce development that included “multiple points of entry, a quick approval process, unlimited enrollment in demand occupation fields of study, and a direct link to employment.”  Furthermore, Adams emphasized that “business needs to look to local training institutions to meet demand and support the workforce system.”

Dr. Walter Bumphus, president of the LCTCS, and Larry Graham, chief executive officer for Chalmette Medical Center, were this year’s recipients of the Community and Technical College Champion Awards.  Dr. Margaret Montgomery Richard presented the first award remarking that “Dr. Bumphus is the epitome of leadership… servant leader, transformative leader, dynamic leader charting a vision for a world-class system providing training to our constituents.” As president of the LCTCS, Dr. Bumphus supplies visionary leadership and direction for the LCTCS, which provides educational programs and services each semester to approximately 50,000 students in fifty campuses statewide. Dr. Bumphus’ educational career spans 30 years, working as an administrator at a regional university and four different community colleges, including chancellor of Baton Rouge Community College.  Dr. Bumphus received his award and stated “I am honored to accept this great honor—any award reflects the outstanding job done by our institutions working together to make a difference for the people of our state, helping people to realize their dreams.”   

Barbara Johnson, vice president of Greater New Orleans, Inc., presented Larry Graham with his award, noting “Larry recognizes that our future is our responsibility, and he has worked diligently to position our region as a leader in workforce development.”  Graham has over 28 years of hospital management experience and has served as CEO at Chalmette Medical Center since 1996.  His various civic and professional involvements include board membership for the St. Bernard Council of the New Orleans Regional Chamber, the Delgado Community College Foundation, the Nunez Community College Foundation, the United Way, and the New Orleans Metropolitan Hospital Council, to name a few.  Graham humbly accepted and stated that “I am a proud product of a junior college, which helped me get my start before transferring to the University of Illinois, and then on to graduate school.”

Approximately 150 people attended this year’s Workforce Solutions Summit.  Sponsors included Northrop Grumman Ship Systems, the Southeastern Louisiana Building and Construction Trade Council Apprenticeship Training Directors, Bank One, the Jefferson Parish Workforce Investment Board, A Wise Choice Insurance Agency, American Office Machines, Inc., Northshore Harley-Davidson, University of Phoenix, National Safety Council, Smartkem, City of Gretna, Care Entrée, MRC, Inc., and ANC.  The luncheon was prepared by LTC West Jefferson students.

Delgado Representatives Attend AACC

Delgado was well represented at the 84th annual American Association of Community Colleges (AACC) convention, “Keeping the Promise,” in Minneapolis, MN, April 24-27.   Those who attended were: Connie Boudoin, director of High School programs, West Bank Campus; Pat Egers, provost for the School of Nursing; Lenetra Jefferson, professor of nursing; Dr. Alex Johnson, Delgado Chancellor; Patrice Moore, instructor of sociology; Dianne Thames, dean of Academic Affairs, Charity School of Nursing; and Carmen Walters, executive assistant to the chancellor.  Jefferson and Moore are participants of the LCTCS Leader Development Institute. 

President George W. Bush addressed the conference attendees on April 26, and Carmen Walters was interviewed by a television news affiliate concerning her thoughts on the president’s speech.  Walters said that she was “hopeful to hear that President Bush wants to revitalize and expand Carl Perkins to include mathematics and science, and that he is looking closely at the Workforce Investment Act.  She said in his presentation, President Bush referred to the $4 billion that the government put into the Workforce Investment Act, and only 200,000 people were trained---not enough of a return on the dollar.”   The proposal to expand entrepreneurial initiatives is in line with the LCTCS’ Corporate College Model and the focus that Delgado is placing on training the workforce.  In addition, Ann Knapp, board chair and supervisor for the Louisiana Community and Technical College System, was the speaker for the National Institute for Staff and Organizational Development Presidents Breakfast held April 25.  Other key presenters included Vice Admiral Richard Marmona, Alexander Cirillo, David Kay, Gary Marx and Kweisi Mfume.  Workshop topics included “Keeping the Promise by Design,” “How to Earn $131 Million to Support Academic and Institutional Programs,” and “Bridges to Retention: Starting Beyond Content.”

 

Chancellor Johnson Honored by Jefferson Parish

Jefferson Parish President Aaron Broussard presented Delgado Chancellor Alex Johnson the "Key to Jefferson Parish" and a certificate of merit at the Jefferson Parish Council meeting held in the Council Chambers at the Gretna Courthouse on April 28.  In attendance to congratulate Chancellor Johnson were Jim Eagan, vice chancellor for Business and Administrative Affairs; Kathleen Mix, interim vice chancellor for Workforce Development and Education; and Carmen Walters, executive assistant to the chancellor.

Printing Service and Web Development Holds Open House

Printing Services and Web Development will hold an open house with refreshments on Friday, May 7 at 3 p.m.  Everyone is invited to come by and see their new print shop, offices and the latest printing technology, located in Building 38 on the City Park Campus.  Printing Services has recently moved after being located in Building 10 for decades and serves the college community with graphic design and print/production services.  The Web Development office managers the college’s official web site and joins Printing Services after relocating from the CATT office.


Nursing School to present LCTCS conference to Address Nursing Shortage

Delgado’s Charity School of Nursing is coordinating the Louisiana Community and Technical College System (LCTCS) conference entitled, “Fostering Nursing Career Mobility: LPN to RN and Paramedic to RN through Distance Education.” The purpose of the one and a half day conference is to address the nursing shortage through nursing career mobility.  The focus is on transitioning the LPN/paramedic to RN through distance education. The event is offered free to participants, funded by a Perkins grant.

LCTCS Conference -- "Nursing Career Mobility: Fostering the Transition of LPN to RN & Paramedic to RN through Distance Education"

The conference goal is to address the nursing shortage by fostering career mobility of LPNs and paramedics to RNs using distance education strategies. A 1½ day conference has been planned for the schools in the LCTCS aimed at developing a generic transition course/articulation model for LPNs and paramedics to RN which would be available through distance education.  The major presenter for the conference is Jane Mahowald. Ms. Mahowald is the Executive Director of the Ohio League for Nursing.  They have made great strides in Ohio with the Ohio Nursing Collaborative for Educational Mobility and the Articulation Model (see attachment for description). The conference will be held May 20 (1-4) and May 21 (8-4) at Delgado Community College City Park Campus.  This is just the beginning of an ongoing focus for our state community and technical colleges engaged in nursing education

In addition to Ms. Mahowald, a representative from the LA State Board of Nursing will be available to respond to the Ohio's speakers’ presentation of their program/model in regards to how this LPN-RN articulation model could work in our state. Dr. Ellienne Tate will compare and contrast our state laws/nurse practice act with those governing nursing in Ohio; i.e. the use of preceptors, etc. In other words can we do what they did, or do we have to adapt certain strategies/requirements to the LA practice environment?  

The conference will also include a presentation by Tim Stamm (DCC) and others on the different approaches and formats available for distance education and the equipment/personnel/infrastructure needed to present the LPN/paramedic to RN transition course electronically -- online, videoconferencing, etc. 

In addition, David LaCombe, Director of the National EMS Academy and Dr. Tom Smith (nursing academician) and Dr. Jan Brobst (SLCC Chancellor) will present on the paramedic to RN pilot program that have initiated at the Academy in Lafayette.

NOTE: The conference is being co-sponsored by Delgado Community College/Charity School of Nursing.  Charity School of Nursing Continuing Education Program has been approved as a provider of continuing education in nursing by the Louisiana State Nurses’ Association for the period May 6, 2003 - May 31, 2006.  LSNA is accredited as an approver of continuing education in nursing by the American Nurses Credentialing Center’s Commission on Accreditation.  The conference is funded by a Perkins-LCTCS Healthcare Initiative Grant.


“Surviving and Thriving in the Communications Industry” held on City Park Campus

Delgado’s Television Production Department hosted “Surviving and Thriving in the Communications Industry,” a day-long conference on April 27 on the City Park Campus in the Student Life Center. 

Special guests Jan and Bob Carr, local legends in the television/radio/media industry, opened the conference with a discussion on their experiences in early New Orleans television.  

In addition, Pat Garin, local photographer, gave a presentation on “Client Communication Skills,” and Steve Scaffidi of Ghostrider Productions presented “Develop Your Concept into a Marketable Script”.  Scaffidi, a well-known award-winning producer, director and scriptwriter, presents week-long intensives on development/scriptwriting workshops.

Second Jazz Fest Forum Held

The second annual Jazz Fest Forum for visiting Fulbright scholars was held at the City Park Campus and the New Orleans Jazz and Heritage Fair on April 29.  The event was co-sponsored by the Louisiana Fulbright Alumni Association and the Office of International Programs.  Dr. Max Reichard, director of the International Office, reports that six scholars from Europe, Africa, and the Caribbean attended a lecture on the “History and Culture of African Americans in Louisiana” presented by Dr. Rapahel Cassimere of the UNO Department of History, a presentation of “New Orleans Music” by Peter Cho, Delgado Music Department head, and a lecture on “Jazz Fest” by local historian and writer, Peter Reichard. After the program the Fulbright scholars were brought to Jazz Fest for a day of fun, frivolity, and fantastic music hosted by the Fulbright Alumni, including Max and Laura Reichard, Judge Steven and Lynn Plotkin, and Dr. Patricia Krebs, president of the Louisiana Fulbright Alumni Association.

West Bank Program for Male Students Held

M. A. L. E. S. (Men Actively Learning and Effectively Succeeding) held their monthly seminar on the West Bank Campus, April 28.  The focus was “Health:  Mind, Body, and Spirit.”  Certificates were presented to all those who participated.  For information on the M.A.L.E.S. mini-grant project, contact Greg Dawson, instructor of reading and coordinator of M.A.L.E.S, at (504) 361-6421 or gdawso@dcc.edu.

Cinco di Mayo at CSN

Charity School of Nursing’s Spectrum student organization hosted a Cinco di Mayo celebration to honor Latino heritage.  The event took place a little early--Monday, May 3, to accommodate exam schedules--in Charity’s student lounge.  Faculty and staff prepared and contributed an array of delicious Mexican dishes for the lunchtime celebration that was open to students and employees.  Music was provided by the Delgado Jazz Band under the direction of Peter Cho, Delgado’s Music Department Lead Instructor, and Director of Jazz and Music Business Studies.  “Cinco di Mayo is a fun way to bring faculty, staff and students together to celebrate Latin heritage,” said Margaret Garcia, Level III Maternal Child Faculty, who helped organize the event.  Alma Nixon, Charity School of Nursing associate professor, Mental Health, and Spectrum advisor said “It’s always a fun party—one year we had everyone dancing the Macarena.”  This was the third year Charity has held this event.

Faculty and Staff Achievements…

Jeanne Gagliano was honored by The Greater New Orleans Teachers of Mathematics as a “Mathematics Teacher of Distinction” at the recognition reception held 4/29 in the Student Life Center, City Park.

Susan Santolucito was elected President –Elect of La-MsMATYC (Louisiana Mississippi American Mathematical Association of Two Year Colleges), Jeanne Gagliano was elected La. Vice President and Milton Vavasseur is the outgoing President.

Max Reichard, director of the International Programs Office, hosted Madame Marie-Pierre Delespierre, director of ESCIP, Ecole Superieure de Commerce International in Longuenesse on April 28.  ESCIP, a college for international business, hopes to develop an exchange program with Delgado.   In addition, Dr. Reichard represented Delgado at a reception honoring Barbara Masekela, Ambassador of South Africa to the United States. The reception, hosted by Mr. and Mrs. Arthur Davis in their home, included New Orleans Mayor Ray Nagin, who made presentations on behalf of the City to Her Excellency and other honored visitors, as well as Councilwomen Jacquie Clarkson and Cynthia Willard who made presentations on behalf of the City Council. The ties between New Orleans and Durban, South Africa as sister cities were reinforced as were the ties between Durban Institute and the City Park Campus of Delgado Community College.

Shannan Cvitanovic, coordinator, and Max Reichard, director of the Office of International programs, are members of the Louisiana Board of Regents for Higher Education committee preparing for the statewide higher education symposium on international education to be held at the Boggs Center on May 7.  All members of the faculty, staff, and student body interested in attending the Symposium should contact the International Office at (505) 483-4570.
