First Opening Doors Checks Distributed

Delgado Chancellor Alex Johnson (center) was pleased to present one of the first Opening Doors incentive checks to Elonda Brown, a Delgado PTA and massage therapy double major, on March 11.  Joining Chancellor Johnson were (left to right) Tom Brock, senior research associate of Manpower Demonstration Research Corporation (MDRC); Melissa Wavelet, senior associate of MDRC; Estella Lain, dean of Occupational Education; and Hal Hopson, admissions counselor, West Bank.  MDRC, a nonprofit social policy research organization dedicated improving the well-being of low-income people, is conducting a five-year research project on Opening Doors.

The first checks for the new free educational program, Opening Doors, were disbursed recently to those students who qualified.   

Delgado City Park and West Bank campuses and Louisiana Technical College West Jefferson launched the new program in January that includes financial incentives for those who are eligible to participate in the state-administered Tuition Assistance for Needy Families (TANF) program.

In all, a total of $100,000 will be disbursed to City Park and West Bank students during the spring semester. Prospective participants in the “Opening Doors” program must meet certain requirements. Those requirements include being a high school graduate, GED recipient or passing the TABE test.  Candidates must presently receive free or reduced school lunches, LaChip, Medicaid, KCSP, FITAP, social security income, food stamps, child care assistance or meet certain income eligibility requirements.

Eligible candidates must be first-time, college-credit students, between the ages of 18-34 and be a custodial parent of a child no older than 18.  Participants must take a WorkKeys Literary Assessment test and receive special support training while enrolled at Delgado or Louisiana Technical College.  Also, participants must meet all other Delgado and Louisiana Technical College entrance requirements.    

Successful applicants may be eligible for free tuition, textbook and transportation stipends, possible childcare assistance and a $1,000 incentive award.  Applicants are also encouraged to apply for Pell Grant financial assistance to further reduce expenses.      


Dan Packer Named to LCTCS Board of Supervisors

Dan Packer took the oath of office at the February meeting of the Louisiana Community and Technical College System (LCTCS) to become the newest member of the LCTCS Board of Supervisors, replacing Charles J. Alexander of Metairie.

Packer is president and CEO of Entergy New Orleans and is responsible for the overall financial profitability and operational success of the Utility Operations within Entergy New Orleans, including customer service, distribution, transmission and generation.

Packer’s dedication to the people of New Orleans goes far beyond his role as president and CEO of Entergy New Orleans.  He is very active in civic, social service, and business groups and has recently been named chairman of the New Orleans Aviation Board for the Louis Armstrong International Airport. He is also the Louisiana NFL Stadium Advisory Blue Ribbon Commission Chairman. Packer also serves on the board of the National Football League Youth Education Town and is chairman of the capital campaign of the Dryades YMCA.

In 2001, Packer held the position of Chairman of the New Orleans Regional Chamber of Commerce, the first African American to hold that title. Packer serves as a board member or advisory board member of several organizations, such as the New Orleans Metro Area United Way campaign, Foundation for Children Charities, the Audubon Institute, the Delgado Foundation (Emeritus), the Business Alliance of UNO (formerly UNO Business of Higher Education Council), the Bureau of Governmental Research, and the College Fund/UNCF.

He was also the National Chairman of the American Association of Blacks in Energy, which focuses on energy-related issues in America.

Packer holds a bachelor’s degree in business studies from Charter Oak College and a MBA from Tulane University.  He is also a licensed senior reactor operator with the Nuclear Regulatory Commission.

Student Successes…

Phi Theta Kappa Wins Awards

Delgado student Kim Russell, who serves as Delgado’s Phi Theta Kappa Omega Nu  Chapter President, was recently recognized for outstanding services by PTK at the organization’s Mississippi/Louisiana Regional Conference. 

Russell, nominated by Delgado PTK faculty advisor Charles Bellone, was one of 25 students to receive the “Order of the Golden Key” award.  From those students nominated, Russell was named “Most Distinguished Student for 2004.”  

In addition, Delgado’s PTK Omega Nu Chapter won four awards--the “Dr. Shelby Harris Award” for the most improved chapter, the “Three Star Award” from the Five Star Program for community service and meeting regional goals, the “Brotherhood Award” for assisting in the organization of Delgado’s West Bank Campus’ PTK Chapter, and the “Pinnacle Scholarship Chapter Award” for meeting their membership goal. 

Delgado’s PTK Chapter has won the Pinnacle award three consecutive years.  Last year’s goal was 370 PTK members, and the Delgado organization recently inducted 376 students enrolled in fall 2003 and spring 2004 semesters.

Further accolades for the college’s included Kim Russell and Rita Mack, vice president of PTK Omega Nu Chapter, both being named Louisiana State Representatives.

Plant Sale Held Thursday

The Horticulture Technology program will sponsor a Plant Sale on Thursday, March 18,
9 a.m. – 3 p.m. on the Delgado City Park Campus, Horticulture Greenhouse located next
to Building 2 on Orleans Ave, facing City Park.  For more information, call Jerry Sisk, head

Free Tax Assistance for Low-Income Taxpayers Offered

IRS-Trained student volunteers will again this year prepare tax returns for those eligible in the Volunteer Income Tax Assistance (VITA) program offered at the West Bank Campus.

Service includes simple tax returns (forms 1040, 1040A, 1040EZ, 2441), Schedules A and B (interest only), and Earned Income Credit (EIC).  

VITA hours of operation until Saturday, March 27 are Tuesday and Thursday evenings, 6-9 .pm., and Saturdays, 9 a.m. – noon.  Spanish-speaking tax assistant is also available on Saturday only.

Delgado Receives Three LCTCS President’s Awards

Four Delgado faculty members have been selected to receive three Louisiana Community and Technical College System President’s Excellence and Innovation Awards for 2003/2004. 

They are Peter Cho, assistant professor of music; Gayle Nolan, Professional Development; Donita T. Ruggiero, associate professor of nursing; and Frank Smith, director of CATT. 

Cho submitted “Acquiring a State-of-the-Art MIDI Workstation to Train Audio Engineering Personnel for Regional Workforce Development” and won the Workforce Education/Economic Development award for $10,000.

Gayle Nolan and Frank Smith submitted “Professional Development Collaboration between LA Delta Community College and Delgado Community College” and were awarded $9,948.

Ruggiero submitted “On-Line Tutoring for Senior Nursing Students” and won the Healthcare Initiatives E-Learning award for $4,000.

Delgado received three out of the eleven awards given, representing a 25% of the total available funds for the LCTCS President’s Excellence and Innovation Awards.
