Dear Ms. Soileau,
Consistent with Civil Service Rule 17.8, Furlough without Pay, Delgado Community College requests approval to furlough classified employees college-wide who have or have not contacted the College but for whom no work assignments exist. Parishes in which the positions of employees are employed are located in Orleans, Jefferson and St. Tammany.
Since we are not proposing the furlough of all of our employees, our agency asks for an exception to the regular layoff avoidance rules, as provided for by Civil Service Rule 17.5. We request that an exception to Rule 17.3 be approved, thus allowing our agency to furlough only those employees for whom meaningful work has not been located and approved. As a second part of this exception request, we propose to list the names of those who will be covered by this furlough measure, instead of those who will be excluded from it. The reason for this request is that this proposed list will be more informative to our employees who will be affected by this furlough.
Delgado Community College proposes furlough implementation effective November 21, 2005 until close of business January 2, 2006 for up to 240 hours. A request will be made to the Civil Service Commission to extend the furlough until the close of business on January 22, 2006.
On November 17, 2005, employees were notified by general notice posted on the college’s website of the impending furlough and that employees could request the use of annual leave not to exceed one pay-period. The one pay-period is November 21, 2005 – December 4, 2006. Therefore, a segment of employees to be furloughed will be furloughed after November 7, 2005, if they elect the use of annual leave, but not later than December 4, 2006. Furlough dates for those employees will be reported to Civil Service on a weekly basis. Delgado Community College requests that this group of employees be exempt from furlough on November 21, 2005 until the exhaustion of their annual leave up to 80 hours.
Delgado Community College is requesting the following exception to their Layoff Avoidance:
Authority to recall employees as needed during the furlough period, with a report to the Department of Civil Service at the end of each week during which an employee was recalled. The report will include the name and job title of the employee recalled, the number of hours the employee worked, and the reason why each employee is recalled.
This will provide the College with the flexibility to support student, faculty, and community services necessary to the College as the College progressively restores its buildings and services to students, faculty and the community.
