Delgado Appoints Dr. Stacy Welcome as Vice Chancellor for Student Affairs

Please join us in congratulating Dr. Stacy Welcome on her appointment as Vice Chancellor for Student Affairs at Delgado Community College!

Dr. Welcome brings more than 20 years of progressive leadership experience in higher education, with a strong record of advancing student success, equity, and engagement at public, Hispanic-Serving Institutions. Most recently, she served as Dean of Student Success at Houston Community College, where she provided strategic oversight for a comprehensive portfolio of student services and led institution-wide initiatives that improved retention, enrollment, and student outcomes.

Throughout her career, Dr. Welcome has been recognized for her collaborative, data-informed leadership and her ability to design innovative, student-centered programs that support academic persistence and holistic well-being.

Professional and Service Highlights

  1. Student Affairs Leadership: Served as Dean of Student Success at Houston Community College, leading more than 110 full-time and part-time professionals across advising, counseling, enrollment, career services, financial aid, student life, wellness, transfer services, TRIO programs, and basic needs support.
  2. Student Success Innovation: Launched high-impact initiatives including an integrated enrollment strategy, a comprehensive Six Dimensions of Wellness framework, a centralized Transfer Center, and a Virtual Student Lobby that served more than 50,000 students and earned national recognition.
  3. Grants and Partnerships: Served as Co-Project Investigator for TRIO programs, generating $1.6 million in grant funding; cultivated partnerships with school districts, universities, workforce agencies, and community organizations to expand access and pathways for students.
  4. National Recognition and Service: Recipient of multiple Chancellor’s Excellence Awards and NASPA’s Virtual Innovation Award; frequent presenter at state and national conferences on student affairs strategy, advising case management, transfer success, and post-pandemic student support.
  5. Professional Engagement: Graduate of the League for Innovation in the Community College’s Executive Leadership Institute; active member of national and regional higher education organizations.

Dr. Welcome’s leadership philosophy centers on inclusive excellence, holistic student support, and data-driven decision-making. In her new role, she will lead Delgado’s Student Affairs division in strengthening student engagement, expanding access to essential services, and fostering environments where all students can thrive academically, personally, and professionally.
